Given the presence of an epimeletes (ll. 8-9) and the fact that the ex-ephebes still formed a well defined and organised group 11 years after their ephebate (and they owned property), there is no doubt about this being a private association. Cf. hoi to etos 7 ephebeukotes tes Asklepiadou tou Asklepiadou haireseos (CAPInv. 74).
