In his letter, Hadrian confirmed "the law" (τὸν νόμον, ton nomon) according to which they (sc. the naukleroi) asked to constitute (their association).
According to the editors, this means that the emperor confirmed the statutes of the association.

Via the city, the naukleroi addressed the emperor with a petition of their own that asked for the creation of the association. Some preliminary organizational structure which made the composition of the petition possible, must have existed even before the official recognition of the association.

For an oikos naukleron in Tomis cf. CAPInv. 1199. A nauclerus de oeco poreuticor(um) is commemorated in an inscription from Ashkelon (W. Eck, CIIP 2342).
