The first editor (Sharankov) suggested that Φιλοκαίσαρες, Philokaisares, may be interpreted as indicating an association connected to the cult of the emperor; but the term may also be interpreted as referring to those bearing the title of φιλοκαίσαρες, philokaisares, without suggesting any kind of associative organisation.
