Reference context A man, Apollonios, is defined as being responsible for the collection of the police-tax for ethne and ergasteria of the Themistou meris of the Arsinoite for the 25th regnal year (of Ptolemy III, i.e. 223/4 BC): παρʼ Ἀπολλωνίου | τοῦ ἐξειληφότος τὸ φυ(λακιτικὸν) ἐθινῶν (l. ἐθνῶν) καὶ ἐρ(γαστηρίων) | τῆς Θεμίστου μερίδος εἰς τὸ κε (ἔτος), par' Apolloniou tou exeilephotos to phylakitikon ethnon kai ergasterion tes Themistou meridos eis to 25 etos (ll. 1-3). The man wrote a petition to the oikonomos against his colleague in the tax-farming who allegedly made agreements with those liable to the police-tax for a lower rate, thus damaging the contractors.

Note Given the fact that the ethne here are paired with ergasteria 'factories' for the exaction of the police-tax, it is possible that the term indicates private associations gathering together professional of specific crafts. However, it is also possible that it refers to generic professional groups as tax-categories.
